VISA FEE WAIVERS

1. 30-Day Visa Fee Waiver (AU, Commonwealth & La Francophonie Members)

Citizens of countries that are members of the African Union, Commonwealth and La Francophonie.
Albania, Algeria, Andorra, Antigua and Barbuda, Armenia, Australia, Bangladesh, Barbados, Belize, Belgium, Botswana, Brunei Darussalam, Burkina Faso, Bulgaria, Cameroon, Canada, Cape Verde, Cambodia, Comoros, Congo, Cyprus, Dominica, Djibouti, Egypt, Eswatini, Equatorial Guinea, Eritrea, Ethiopia, Fiji, France, Gabon, Grenada, Greece, Guinea-Bissau, Guyana, India, Kiribati, Jamaica, Laos, Lebanon, Lesotho, Liberia, Libya, Luxembourg, Macedonia, Madagascar, Malawi, Mali, Malaysia, Malta, Mauritania, Maldives, Monaco, Morocco, Mozambique, Namibia, Nauru, New Zealand, Niger, Nigeria, Pakistan, Papua New Guinea, Romania, Saharawi republic, Somalia, South Africa, Sudan, Switzerland, Togo, Tunisia, The Bahamas, The Gambia, Tonga, Tuvalu, Trinidad and Tobago, Saint Lucia, St Vincent and the Grenadines, Samoa, Solomon Islands, Sri Lanka, United Kingdom, Vietnam, Vanuatu, Zambia and Zimbabwe are granted visa on arrival, waived visa fees, and 30 days stay.


2. 90-Day Visa Free for Ordinary Passport Holders

Citizens of the following countries receive a 90-day visa free of charge:
Angola, Benin, Central African Republic, Chad, Côte d’Ivoire, Democratic Republic of Congo, The Federation of Saint Christopher and Nevis, Ghana, Guinea, Indonesia, Haiti, Mauritius, Philippines, Senegal, Seychelles, Sierra Leone, Sao Tome and Principe, Singapore, State of Qatar.


3. 90-Day Visa Free for Diplomatic & Service/Official Passports

The following countries have visa waiver agreements for holders of Diplomatic or Service/Official Passports, valid for 90 days:
Angola, Benin, People’s Republic of China (including Public Affairs passport), Côte d’Ivoire, Central African Republic, Chad, Democratic Republic of Congo, Djibouti, Ethiopia, The Federation of Saint Christopher and Nevis, Gabon, Ghana, Guinea, Indonesia, India, Israel, Haiti, Mauritius, Mozambique, Morocco, Namibia, Philippines, Sao Tome and Principe, Senegal, Seychelles, Singapore, South Africa, Turkey, United Arab Emirates.

Authorisation for Someone to Collect Your Passport

To allow another person to collect your passport:

  • Provide a notarised letter
  • Provide a copy of your ID
  • Provide proof of address

VISA REQUIREMENTS

Applicants must provide:

  • Valid passport/travel document (min. 6 months validity on entry)
  • Photocopy of passport
  • Completed visa application form
  • Two passport photos, white background, ears visible
  • Signed letter explaining purpose of travel
  • Invitation letter + passport/ID of host (Rwandan or resident)
    • If no host: hotel booking confirmation
  • Proof of payment (non-refundable)
  • Return flight confirmation or itinerary
  • Prepaid, self-addressed envelope for postal applications
  • Evidence of sufficient funds
  • UK Travel Document (1951 Refugee Convention) holders must submit proof of address.
  • Vaccination certificate may be required depending on health advisories
  • Processing time: 7 working days
  • Applicants should apply well in advance due to high demand

Visa Exemption – Additional Information

Rwandans with Dual Nationality

  • May use their Rwandan national ID to enter
  • Exempt from visa fees even if travelling with foreign passports

Foreign Residents in Rwanda

  • May enter using their resident ID card
  • Can use electronic gates at Kigali International Airport

Children Under 16

  • Children under 16 travelling with parents who hold foreign passports, and a Rwandan ID are exempt from visa fees.

East African Community (EAC) Citizens

Citizens of Burundi, Kenya, Uganda, Tanzania, and South Sudan:

  • Receive a 6-month renewable pass
  • No fee

Visa on Arrival (General)

Effective 1 January 2018, citizens of all countries may receive a 30-day visa on arrival without prior application.
Citizens of non–fee-exempt countries must pay the standard visa fee:
$50 USD

Visa Extensions & Change of Status

  • Some visa classes may be extended
  • Must apply before visa expiry
  • 5-day grace period after expiry (no penalty)
  • After 5 days, penalties may apply
  • Some visas allow change of status inside Rwanda (except group tourist visa)

Payment for Visa Application

The High Commission does NOT accept cash, cheques, or postal orders.
Payments must be made via bank transfer, online transfer, or direct bank deposit.
